Empower local and regional authorities to design clean energy transition plans through capacity and knowledge building actions
Description
The ENTRACK project will support Mediterranean rural municipalities in the co-design of feasible, ambitious and fair energy plans. It will address the knowledge and capacity gaps of local authorities and support them in the co-design of social energy plans that respond to the real energy needs of the regions and local stakeholders, including vulnerable citizens.
Recent EU frameworks have recognised that local and regional authorities have a key role in implementing energy and climate targets to achieve climate neutrality in the EU by 2050. However, local policy makers, especially in rural communities, often lack the appropriate knowledge and technical capacity to carry out socially just energy transition processes.
ENTRACK’s proposal starts from this urgent need, addressing the knowledge and capacity gaps of local authorities and supporting them in the co-design of social energy plans that respond to the real energy needs of regional and local actors and agents, including vulnerable citizens, and that are also in line with European and national energy policy frameworks.
ENTRACK will support Mediterranean rural municipalities in the co-design of feasible, ambitious and fair energy plans. Specifically, ENTRACK will develop and test methodologies and training processes in 8 selected rural municipalities from 4 Mediterranean countries: 2 in Greece (Region of Eastern Macedonia and Thrace), 2 in Italy (Region of Campania), 2 in Portugal (Region of Alto Alentejo) and 2 in Spain (in Ripollès and Osona).
Ecoserveis participation
Ecoserveis’ role is focused on contributing its expertise in energy transition when co-designing energy plans with the pilots in Catalonia. In addition, it will lead the replication phase of the project in municipalities beyond the pilots and exploitation of the results, as well as the creation and coordination of a Community of Practice (CoP).
Objectives
The project hopes to build the capacity of local authorities in relation to the co-design of social energy policies and their implementation in rural areas. Specifically, the objectives are the following:
- Increase the capacity of legislators at the regional and local level.
- Guarantee a multilevel governance perspective and the harmonization of energy policies.
- Contribute to achieving national and European goals in relation to sustainable energy.
ENTRACK also proposes to provide a scalable methodology to other rural areas.
