Rural Energy Efficiency Roadmap in national participatory processes of public policies in Spain

Imatge3Contributing to participatory policymaking not only strengthens democratic legitimacy but also enhances the quality of decisions by incorporating diverse knowledge and real-life experiences. Ultimately, participation is a shared responsibility that leads to more effective, fair, and sustainable public policies.

Over the past three years, Ecoserveis has played a central role in the Renoverty project, a LIFE co-funded initiative that addresses energy poverty in rural and remote areas across Europe. The project has promoted integrated renovation strategies and supported vulnerable households through innovative, locally rooted solutions. One of its key outputs are the Rural Energy Efficiency Roadmaps—strategic documents co-created with local stakeholders that outline tailored measures to improve energy performance in buildings, promote renewable energy, and enhance local capacities.

In Spain, the roadmap developed for the Osona ant the Lluçanès regions has become a reference tool to drive energy renovation in rural contexts. Its success has led to its integration into broader public policy discussions, including the participatory processes of the Social Climate Plan and the 2025–2030 National Energy Poverty Strategy.

A significant milestone was the participatory session held in Madrid on 8 May 2025, organized by the Ministry for the Ecological Transition and the Demographic Challenge (MITECO), as part of the participatory process for Spain’s Social Climate Plan. During this session, Ecoserveis presented a proposal advocating for the inclusion of Rural Energy Efficiency Roadmaps—such as those developed in Renoverty project—as a key measure. The proposal received substantial support and was included among the top-prioritised actions in the final report. While it remains to be seen whether the measure will be officially incorporated into the Social Climate Fund, its recognition represents a meaningful achievement.

Spanish government is also developing a new Energy Poverty strategy for the period 2025-2030 and the Ministry for Ecological Transition and the Demographic Challenge (MITECO) promoted a participatory process too in 2025 where Rural Energy Efficiency Roadmap was proposed also from Ecoserveis as a tool to promote energy renovation in rual areas leaving no one behind.
