Scale the DOMUS Housing Renovation Program in the province of Girona by adopting a self-sustainable model with innovative financing and intersectoral collaboration.

The European Commission has developed the European Green Deal strategy with the aim of transforming the EU into the first climate-neutral continent by 2050. A first step towards this goal is the 2030 Climate Target Plan, which seeks to achieve a reduction of at least 55% in greenhouse gas (GHG) emissions by 2030, compared to 1990 levels. A central aspect of this goal is the decarbonisation of the building sector, which is responsible for approximately 40% of energy consumption and 36% of CO₂ emissions in the EU region. The main challenge is that 75% of the housing stock is inefficient, and between 85% and 95% of this stock is expected to still exist in 2050.
GiDOMUS aims to accelerate the energy rehabilitation of residential buildings by establishing a comprehensive support mechanism that simplifies the process for owners, trains professionals, generates awareness among citizens and adds existing support initiatives to amplify their impact.
This will be achieved by scaling up the existing DOMUS programme, an integrated home renovation service based on a one-stop shop model led by the Europace Foundation in La Garrotxa and some other areas, which currently relies on limited public funds from local councils. GiDOMUS will improve it by integrating a self-sustainable business model that uses private funding to cover all of its operating costs. This model incorporates proven financing methods such as Result Based Financing and sponsorship. In addition, innovative financing instruments such as crowdlending mechanisms and an improved methodology for the accreditation of Autonomous Energy Communities (CAE) will be used to secure funds for energy rehabilitation projects.
The developed GiDOMUS model will be implemented and demonstrated through the establishment of seven proximity offices in the regional capitals of the province of Girona. Ultimately, it is designed to serve as a guide for its replication in other provinces of Catalonia and throughout Spain.

Objectives
GiDOMUS represents a visionary approach that highlights the fundamental role of Proximity Offices ( OSS Front Offices – FO ) specially designed to drive energy renovation. These offices are key to engaging citizens, providing valuable information and fostering harmonious collaboration between all actors involved in the renovation process. GiDOMUS goes beyond the conventional scope by introducing an improved Integrated Housing Renovation Service ( IHRS ), integrated within a self-sustainable business model. This comprehensive approach also establishes a framework to facilitate public-private partnerships ( PPP ) and training, allowing the efficient implementation of a complete solution for energy transition offices.
The specific objectives of GiDOMUS are:
- Create an attractive self-sustainable business model for the medium and long-term operation of the existing DOMUS program, taking advantage of private financing mechanisms to guarantee its operational autonomy without the need for subsidies.
- Promote public-private financing in rehabilitation projects by incorporating crowdlending models, Energy Savings Certificates ( CAE ) or other financing schemes, highlighting the grouping of opportunities.
- Improve the operation of the Proximity Offices ( OSS ) through an innovative set of indicators ( KPIs ), a semi-automated audit tool and specific training for OSS staff, allowing standardized procedures for diagnosis, monitoring and validation.
- Establish an ecosystem that encourages collaboration with local rehabilitation programs and expands the capabilities of key market players through a tailored training program.
- Develop sub-services to generate demand in energy rehabilitation projects, involve a more diverse target group and promote social inclusion and gender equality.
- Implement and validate the GiDOMUS program by opening 7 Proximity Offices throughout the province of Girona, incorporating financing mechanisms, training and other tools to refine its maximum effectiveness.
- Provide a strategy to broaden the scope of the model and expand it to cover the entirety of Catalonia and Spain, promoting wider accessibility and increasing its impact.
- Carry out dissemination and replication activities through regional and state initiatives led by specialized consultancies, to share knowledge and inform both public authority personnel and private developers.
