Empowering Member States to combat energy poverty
Description
Energy Poverty Nexus aims to empower Member States to address the urgent phenomenon of energy poverty. The project will contribute to the alleviation of energy poverty by improving national capacities, promoting policy alignment with EU legislation and creating a sustainable framework for monitoring and mitigating energy poverty. The core of the project is the establishment of energy poverty observatories in seven pilot countries. The observatories will play a key role in collecting data, monitoring energy poverty indicators and facilitating collaboration between policymakers, experts and stakeholders, helping national and sub-national authorities to design and implement specific energy poverty alleviation schemes.
Energy Poverty Nexus also places emphasis on capacity building and knowledge dissemination. Through training seminars and capacity building workshops, it aims to enable policymakers and key stakeholders in the pilot countries to tackle energy poverty more effectively. Through peer learning, webinars and workshops, key stakeholders across Europe will be equipped with the tools and knowledge to replicate the project results. Furthermore, the project will actively support national authorities in their obligation to empower and protect households in energy poverty by developing comprehensive action plans against energy poverty and policy recommendations tailored to the specific needs of each participating country.
With a strong focus on the exploitation and sustainability of project results, the project is intended to have a lasting impact. It not only aims to reduce household energy costs, but also seeks to improve indoor environmental conditions, health and the overall quality of life of vulnerable communities. Expected results include significant energy savings, increased investments in sustainable energy and improved legislative frameworks to combat energy poverty at both national and European levels.

Ecoserveis participation
Ecoserveis leads Working Group 3, which is dedicated to the establishment of new national energy poverty observatories. It is also the organization responsible for the pilot project in Spain.
Objectives
Energy Poverty Nexus will accelerate energy poverty alleviation in seven pilot countries (Bulgaria, Croatia, Estonia, Greece, Hungary, Poland, Spain) and three more replication countries, supporting the implementation of the new Fit for 55 package. The project will support effective multi-level and multi-sectoral governance by establishing or supporting energy poverty observatories/national networks of experts and developing energy poverty action plans for coherent and effective action in seven countries.
Therefore, the specific objectives of NEXUS are:
1. Build capacity within the seven pilot countries to improve governance, policy formulation and accountability for energy poverty.
2. Co-create stronger intersectoral and multi-level governance for energy poverty alleviation by establishing or strengthening energy poverty observatories in the seven pilot countries.
3. Contribute significantly to the improvement of energy poverty alleviation frameworks in the seven pilot countries.
4. Formulate recommendations to introduce or redesign at least seven national policies for the alleviation of energy poverty.
5. Contribute to the improvement of energy poverty alleviation measures in three countries beyond the pilot countries.
