Description
Climate-Ready Barcelona aims to support the city council and the citizens of Barcelona to anticipate and adapt to the effects of climate change and the related energy crisis. It is for this reason that the project has been launched in order to offer innovative energy awareness services to users of the Energy Advice Points (PAE) and to develop a map of the climate vulnerability of households and a multidimensional climate vulnerability index, to support the climate of municipal departments in related decisions.
In addition, Climate-Ready BCN will collect and analyze data in order to issue recommendations so that local policymakers can launch interventions against climate inequality and, at the same time, these initiatives are integrated with other personalized energy advisory actions that promote the energy rehabilitation of buildings and the development of energy sovereignty plans.
For years, Barcelona City Council, through the Barcelona Energy Agency and the Municipal Institute of Social Services, has launched an ambitious plan to empower citizens in matters of energy and climate vulnerability. This action plan has different pillars, and two of them can clearly benefit from the data-based actions that this project aims to develop and deploy: the PAEs and the residential energy rehabilitation program.
The PAEs were first established in 2014 by Ecoserveis, ABD and Barcelona City Council. They are a free public service that helps all citizens, and especially citizens suffering from energy poverty, to ensure compliance with their energy rights. The PAEs currently manage a large database of household energy profiles and socio-economic data that will serve as a basis for expanding the range of services offered.
Ecoserveis participation
The Ecoserveis Association is the project coordinator, responsible for overall project management, reporting, internal communication, risk assessment and quality assurance. The Ecoserveis Association is also responsible for the creation of the project’s policy recommendations, as well as supporting the tasks of other partners, such as the creation of the vulnerability map and the update of the Energy Advice Points software.
Objectives
- Implement a linked data framework to harmonize and standardize the heterogeneous data that is currently accessible and dispersed across public and private data sources.
- Develop AI-based applications and innovative interfaces to improve existing software in PAEs and improve communication directed to users.
- Design and develop the intelligence, computer architecture and interactive visual interfaces of a household climate vulnerability map and build a climate inequality index.
- Use the new results to formulate data-based policy recommendations. The focus will be on helping public administrations better target their building energy renovation programs and energy sovereignty plans. The results will also be used to better design public incentives and subsidies based on household energy profiles, socio-economic conditions, urban environment quality and climate comfort.
- Expand communication and participation activities to ensure that target groups widely use the new tools.
