Description
Energy communities are reshaping the energy landscape, enabling citizens, businesses and local governments to co-manage renewable energy resources. However, when they do, they often encounter barriers such as limited market access, lack of digital tools and fragmentation of available data. Thus, the transition to a digital energy system presents both benefits and challenges. Furthermore, concerns around data management and the integration of this energy data across sectors highlight the need for clearer and more defined regulatory and technical frameworks than the current ones.
This is where the Horizon CELINE project, co-funded by the EU, comes in, which aims to develop a harmonised and user-friendly digital framework to support local energy production, consumption and market participation, empowering communities with better digitalisation and energy management tools. An initiative that aims to transform the energy sector through digital innovation and citizen participation.
Specifically, the project is dedicated to fostering the development of energy communities, enabling a more accessible and resilient energy system across Europe. At the core of CELINE is the Digital Toolbox, designed for households, energy communities and cooperative groups to optimize energy management and empower consumers.

Ecoserveis participation
Ecoserveis’ role within the CELINE project is to lead communication and dissemination efforts; contribute to the conceptualization of the framework and participatory approaches for energy communities and, finally, play a key role in the state pilot, supporting the baseline assessment and implementation.
Objectives
CELINE’s objectives are defined in these four points:
- Develop digital tools for secure and efficient data collection, management and exchange across the energy sector.
- Facilitate local energy exchange and peer-to-peer trade through new business models.
- Promote citizen participation and empowerment with co-design methodologies, participatory governance and training programs.
- Define standardized policies and regulatory frameworks to adapt to the needs and regulations of energy communities.
These objectives seek to foster a more inclusive, digitalized and participatory energy transition, empowering local communities to manage their energy resources efficiently and sustainably.
