Energy poverty in the new SECAP framework: tools and opportunities for municipalities
On November 19, 2025, from 11:00 a.m. to 1:30 p.m., the practical day to address the integration of energy poverty in SECAPs will take place. It will be in the assembly hall of the Margaritas Civic Center, in Getafe.
The Sustainable Energy and Climate Action Plans (SECAPs) represent a decisive step forward in integrating climate goals with social justice . For the first time, energy poverty is formally incorporated as a central focus within the framework of the SECAPs , alongside mitigation and adaptation.
This inclusion reflects the growing recognition that the transition towards a decarbonized and resilient energy system must also ensure accessibility, affordability and equity for all citizens.
In accordance with the new monitoring obligations of the Covenant of Mayors for Climate and Energy, municipalities must assess, monitor and address energy poverty within their SECAPs or monitoring reports.
This conference aims to be a space for support, inspiration and meeting between municipalities that during 2025 will report on energy poverty indicators.
