Energy Poverty in the New SECAP Framework: Tools and Opportunities for Municipalities
On 19 November 2025, from 11:00 to 13:30, a practical workshop will be held to address the integration of energy poverty into SECAPs. The event will take place in the Auditorium of the Margaritas Civic Centre, Getafe.
The Sustainable Energy and Climate Action Plans (SECAPs) represent a decisive step forward in integrating climate objectives with social justice. For the first time, energy poverty is formally incorporated as a central pillar within the SECAP framework, alongside mitigation and adaptation.
This inclusion reflects the growing recognition that the transition towards a decarbonised and resilient energy system must also ensure accessibility, affordability, and equity for all people.
Under the new reporting obligations of the Covenant of Mayors for Climate and Energy, municipalities are now required to assess, monitor, and address energy poverty within their SECAPs or monitoring reports.
This event aims to serve as a space for support, inspiration, and exchange among municipalities that will report energy poverty indicators during 2025.
