Empowering member states to combat energy poverty

Energy Poverty Nexus aims to empower Member States to address the pressing phenomenon of energy poverty. The project will contribute to energy poverty alleviation by enhancing national capacities, promoting policy alignment with EU legislation, and creating a sustainable framework for monitoring and mitigating energy poverty. At the project’s core is establishing energy poverty observatories across seven pilot countries. The observatories will have a key role in collecting data, monitoring energy poverty indicators, and facilitating collaboration among policymakers, experts, and stakeholders, aiding national and sub-national authorities in designing and implementing targeted energy poverty alleviation schemes.

Energy Poverty Nexus also emphasises capacity building and knowledge dissemination. Through training seminars, and capacity building workshops it aims to enable policy makers and key stakeholders in pilot countries to fight energy poverty more effectively. Through peer-to-peer learning, webinars, and workshops, key stakeholders across Europe will be equipped with the tools and insights to replicate project outcomes. Additionally, the project will actively support national authorities in their obligation to empower and protect energy-poor households by producing comprehensive energy poverty action plans and policy recommendations tailored to the specific needs of each participating country.

With a strong focus on the exploitation and sustainability of project results, the project is set to provide a lasting impact. Not only does it aim to reduce households’ energy costs, but it also seeks to improve indoor environmental conditions, health, and the overall quality of life of vulnerable communities. The expected outcomes include significant energy savings, increased investments in sustainable energy, and improved legislative frameworks for combating energy poverty at both national and European levels.

Ecoserveis is leading Working Group 3, which is dedicated to establishing new national energy poverty observatories. The organisation is also responsible for the pilot project in Spain.

Energy Poverty Nexus will accelerate energy poverty alleviation in seven pilot countries (Bulgaria, Croatia, Estonia, Greece, Hungary, Poland, Spain) and three further countries in replication, supporting the implementation of the new Fit for 55 package. The project will support effective multi-level and multi-sector governance by establishing or supporting energy poverty observatories/national networks of experts and producing energy poverty action plans for coherent and effective action in seven countries.

Hence NEXUS specific objectives are:

1. 1. 1. Build capacity within the seven pilot countries to improve energy poverty governance, policymaking, and accountability.
      2. Co-create stronger cross-sectoral and multi-level governance for energy poverty alleviation through establishing or strengthening energy poverty observatories in the seven pilot countries.
      3. Significantly contribute to improved energy poverty alleviation frameworks in the seven pilot countries.
      4. Produce recommendations to introduce or re-design at least seven national policies for energy poverty alleviation.
      5. Contribute to improved energy poverty alleviation measures in three countries beyond the pilot countries.
